I have used this hosting site in the past. I love the organization of the site - everything is easy to find. There are great widgets and site building tools for both beginners and advanced users. The only thing I hate about freewebs is that it sometimes takes a while to load because of the site's layout.

Free Image Manipulation Software (non-trials)
GIMP
GIMP is a great program that can almost give you the same effects as Adobe Photoshop. Another great things about GIMP is that it can save images in a variety of file extensions. Another plus is that GIMP can open .psd files.

Photobucket
I do use photobucket to save some of the images on my site. I've been using photobucket for more than five years and it has never let me down. Recently, photobucket came out with an online program that can edit photos. Personally, I don't use the program - however, it can be useful for a quick photo edit or a beginner.
